Normally I would have picked Skipper, but he is already shown alot of lovve through girlfriends and stuff, so im gonna choose Kowalski! He has never had anybody, so im gonna be nice! Besides, he might be a good cuddle buddy! XD!
Here is what I will do! I will have Kowalski make a potion (I think that's spelled right) that will turn Marlene from an loutre to a penguin! And Then I shall cuddle her! :D So that's my answer ^^

Actually, wait, now that I think this answer through, I think I'd choose Private, because he'd appreciate it most. Skipper and Rico would react with violence and Kowalski would probably just be confused. XD

Private, without doubt. toi could get blown up hugging Rico, Kowalski might not appreciate it (but I think he'd secretly like it, so he's suivant in line for hugs), and the Skipper....yeah, he might get the wrong idea ou reject toi out right because he's back with his "wife", Lola, the Bobble-Headed Hula Dancer!
