Are there any animé ou manga writers that isn't Japanese?

So if toi were write a story in america and wanted it to become and anime, what would it take to make it an animé ou manga?
Because I know if it's made in america ou anywhere else it wouldn't be called an anime.
Like the Avatar the Last Air Bender ou Korra.
Are there a lot of steps toi have to go through for it to be call an anime?


I know this is weird question, so I don't expect many answers.

There are collaborations, sure, both in Japan, and with Americans and it is basically the difference in East & West.

Let's say toi are American and wish to write that style and form... toi would either go to Japon ou produce your own versions here but they would have to stand on their own, with their own titles under American categories and book names, etc. Nothing prevents someone from incorporating, but if it is American, it would not be an Anime. manga is written different than American comics, so I would guess toi would have to read legalites of publishing if toi publier it yourself ou ask your publishing house as far as Manga.

Actually there are several Japanese animé that have had foreign backers to either continue the series ou make films of.
Trigun, Tiger & Bunny and Panty stockage, empoissonnement with Garterbelt as well as the Redline movie were specifically targeted with the western audience in mind.
Which is the only reason Trigun & Tiger & Bunny and the re-vamp of Hellsing (Ultimate) got made.

Trigun, Tiger & Bunny and Panty stockage, empoissonnement with Garterbelt as well as the Redline movie were specifically targeted with the western audience in mind.
