I'd say Ravenclaw. I agree that she's brave, but I think her intelligence and curiosity is her more defining characteristic. Plus I can kinda see Belle and Maurice as the Luna and Xenophilius Lovegood of the town :)

Also, I think loyalty is a Hufflepuff trait, not a Gryffindor.

I realize that Slytherins have a bad reputation, (and that there are 0 people who commented and voted Slytherin) but I think Belle fits in that House best because of her ambition. She seems to me to hold herself above the other townspeople, and wants more than her "provincial life". I see her as an ambitious person in that manner.
And she doesn't read to gain knowledge. She reads to escape to other worlds that hold more adventure than her present life.
Slytherins are ambitious. Ravenclaws focus on knowledge. I just personally think Belle should be a Slytherin.
