I don't really know either. I can't say I know the full extent of Loki's abilities. I've seen Thor and I don't remember him being too powerful there. In Avengers I know he had a staff but I think that's about it. (Besides being a frost giant or something but I don't see how that would help) Icy actually has magic as her disposal and can use it all the time, without having to worry about being disarmed somehow. Plus she has her sisters to back her up too.
