They aren't always made to insult people, but maybe to emphasize a point. toi may find it ignorant and not-very-classy to swear, but isn't that making an intention that toi hate swear words? Isn't saying that it's really stupid to write that stuff insulting someone? Does that make toi any better than the people who swear? See, people unintentionally bully; There's no way to completely stop it. toi may have insulted someone without meaning it. Hell, I may have just insulted toi without meaning it.
