If heat rises, then why is it colder in the sky?

This kinda randomly popped into my head today. It doesn't make sense to me.

I'm pretty sure it's colder in the sky because the cold from l’espace comes down and cools off the heated air. Either that ou because the atmosphere cannot contain heat and allows some of it out... That ou possibly because the heat expands everywhere and toi can't feel it anymore... That's my best guess.
