Smartest: Nicole Wallace from Law & Order: Criminal Intent, she was the only woman that my favori good guy could not crack. She killed several people including her own daughter and the good detectives brother and almost got away with it.
Dumbest but also most lovable villian: Edgar from Men In Black (or are the good guys dumb?) he kills a guy, steals his skin as if being rotting isn't noticable enough he decides to drive a extermination truck, he walks funny and he talks in a way that attracts attention but he's played par my favori actor (that's to explain why I consider him the most lovable villian)
