Who played the role of "The Cardinal" in the 4th season episode "Line in the Sand"?

I can't find evidence of it anywhere; just watched the episode, and the character's not listed in the credits, nor is it listed on imdb, but I'm fairly certain it's Mark Margolis, famous from Scarface, plus recently Breaking Bad.
