I was planning on écriture a letter to President Obama about enforcing laws against animal cruelty, will it work?

It is always worth fighting for all animals. Laws need to be upheld par all authorities but I see all too often that animaux cruelty continues because of police officers not doing what they were hired for and looking the other way. This is so messed up we all need to ban together and see that justice is done.
