Also, copying is not the right word. Many fairytales have that many similarities to each other, that does not mean that one of them copied.
Yes those things are similar, but I don't think it's "copied"
These are some of the cliches and re-used tropes in stories. For example, pretty much every Christmas story about the importance of family, or giving. You might as well say that BATB copied Sleeping Beauty because both of them have dance scenes. (Even though the dances are identical)
Concerning the question: The movies have way more not in common than in common. Starting with Anastasia growing up in an orphanage not knowing anything about the villain who is after her and her family being dead, while Rapunzel grows up with the villain, believing her to be her real mother and her family is still alive. Gothel needs Rapunzel to be alive for her goals, Rasputin wants to kill Anastasia. The so called "token" is in Anastasia's case something she treasures, while Rapunzel simply comes across something which reminds her off her past.
In short, the similarities are just common tropes which can turn up in any movie. There is nearly always a dance, the villain nearly always wants something from the heroine which is important for him (even if it is something as simple as revenge), most fairy tale heroines and heroes are orphans (because if the parents were still around, they would do their best to protect them), there is often some kind of travel (otherwise the movie would be boring) aso.
