They are both very similar. But copying is NOT the right word :)

Ok, the similarities between Tangled and Anastasia are UNREAL. Some of these similarities might seem a little weak, but COME ON. These movies are practically twins! A lot of you bash Tangled and Frozen for being similar…well, feast your eyes on this! And these are just the similarities I could think of off the top of my head! I’m surprised there wasn’t a lawsuit here

-Both involve a lost princess (Anastasia and Rapunzel)
-Both involve a “reminder of the past” (Anastasia’s locket, and Rapunzel’s lanterns)
-Both involve a charismatic, con-artist male lead (Dmitri and Flynn)
-Both involve a romantic dance (Learn to do it Waltz and Kingdom Dance)
-Both involve a feisty and stubborn heroine (Anastasia and Rapunzel)
-Both involve the heroine needing the hero to take them somewhere (Anastasia to Paris, Rapunzel to Corona)
-Both involve the princess staring at paintings of themselves (Anastasia in the abandoned palace, Rapunzel in the marketplace)
-Both involve a villain who’s life/death depend on finding the heroine (Rasputin needs to find Anastasia to get out of limbo, Gothel needs to find Rapunzel to stay alive and young)
-Both involve the male lead giving up a large amount of money (Dmitiri doesn’t accept the reward, Flynn doesn’t accept the crown)
-Both involve the villain trying to get the love interest out of the way (Rasputin preventing Dmitri from rescuing Anastasia, Gothel getting Flynn arrested and turning Rapunzel against him)
-Both involve the villain disintegrating after their defeat (Rasputin after the reliquary is destroyed, Gothel after rapidly aging)
-Both involve the villain’s existence being tied to a single object (Rasputin to the reliquary, Gothel to Rapunzel)
-Both involve a villain luring a main character into a trap (Rasputin luring Anastasia onto the bridge, Gothel luring Flynn into the tower)
-Both involve the motives of a main character changing (Anastasia chooses to be with Dmitri instead of her grandmother, Flynn decides to be with Rapunzel instead of taking the crown)
-Both involve an 18 year old heroine (Anastasia and Rapunzel)
-Both involve a very protective animal sidekick (Pooka and Pascal)
-Both involve an animal sidekick attacking the villain and being struck by some object (Pooka biting Rasputin’s ankle before being struck with magic, Pascal biting Gothel’s dress before being struck by Gothel’s boot)

I don think they copied the movie, but indeed they are very similar.

Also, copying is not the right word. Many fairytales have that many similarities to each other, that does not mean that one of them copied.

Yes those things are similar, but I don't think it's "copied"
These are some of the cliches and re-used tropes in stories. For example, pretty much every Christmas story about the importance of family, or giving. You might as well say that BATB copied Sleeping Beauty because both of them have dance scenes. (Even though the dances are identical)

They didn't copy but I love them both anyway. I love the stories of the lost princesses finding her family. Hell, I was even copying Anastasia in a make believe story of a lost princess of mine too.

@viktoriya Well, in the case of Beauty and the Beast they did use the dance scene of Sleeping Beauty specifically for the animation of their dance scene.

Concerning the question: The movies have way more not in common than in common. Starting with Anastasia growing up in an orphanage not knowing anything about the villain who is after her and her family being dead, while Rapunzel grows up with the villain, believing her to be her real mother and her family is still alive. Gothel needs Rapunzel to be alive for her goals, Rasputin wants to kill Anastasia. The so called "token" is in Anastasia's case something she treasures, while Rapunzel simply comes across something which reminds her off her past.

In short, the similarities are just common tropes which can turn up in any movie. There is nearly always a dance, the villain nearly always wants something from the heroine which is important for him (even if it is something as simple as revenge), most fairy tale heroines and heroes are orphans (because if the parents were still around, they would do their best to protect them), there is often some kind of travel (otherwise the movie would be boring) aso.

Of course not. It's just intentional. There are also a lot of similarities between BatB and Tangled.
