Where did the tradition of leaving milk&cookies for Santa begin?

I l’amour Christmas and I l’amour to know where Christmas traditions began.

Martin Luther brought us the Christmas arbre proper (drawing on an earlier church tradition of using pine trees at the Feast of Adam and Eve). But who started leaving lait and biscuits, cookies for Santa?
