I know it's weird with Nina vs Nina in the finale, but to me beauty is a lot more than just appearance. It's the character's style, attitude & other small things like that. Besides, for most of TVD, Elena had straight hair, and imo curly hair fits her a lot better. So, yes, Katherine is more beautiful <3
