Yes. I think that I even read something that said that the deleted scenes all happened and are part of the show, but they just don't get airtime.

Greg Daniels has said that he considers the show to be like a true documentary in that, if a scene was shot, it really did happen and still contributes to the mythology of the show, whether it makes it to the final airing or not. This is evidenced by the fact that the writers occasionally call back to something that happened in the deleted scenes.
