It was called Actor Christopher Eccleston Plays ‘Doctor Who’ One plus Time [Video]
Here's some stuff I remembered seeing:
star Christopher Eccleston, who played the Ninth Doctor, recently helped a couple get engaged. While Eccleston dined with his wife in a New York cafe, a young man asked for his help in surprising his girlfriend with a marriage proposal. Eccleston
Eccleston tells the young lady it’s “fantastic” to meet her. She says she feels a bit “starstruck” and laughs. Eccleston then tells her he has the Tardis with him and will be back with his assistant. Returning with her boyfriend, she accepts her boyfriend’s marriage proposal and begins crying tears of joy. Eccleston smiles along with the couple and appears happy in helping with the special moment.
While Eccleston was a hit with audiences when the BBC brought back

I thought that was so nice of him. I wish I could see what his wife looked like. I heard she is beautiful. He likes to live a normal life off camera. I can't blame him. He is my Doctor Who. I understand him. He is a great looking guy and a great actor.
If only they had a better camera to take this video with…
I LOVE that he did this! I loved him as the Doctor and wish he had stayed on for more than one season. I also think his desire to live a normal life off camera may have been misconstrued as some sort of desire to get away from the show. Otherwise, why would he have agreed to play the Doctor for the couple's special moment? Plus he doesn't like to watch himself act. I agree with everything you said 1000%.
I agree. Maybe the person filming was trying to do so without giving away the surprise? That's just my guess.
Jennifer Ricketts Even after he proposed, it was still as wobbly as all get out, so I really don't know. It was nice of him to do this, regardless though.
Stephen Hand That's true, lol. Love the "wobbly" reference you added in there!
Just wait until they get the bill from Equity.
