What would have happened if katniss won the quarter quell?

But if they killed Katniss the Capitol public would be extremely sad and mad. Plus they think she is pregnant with Peeta's child

True about the baby part but they could care less if the districts were sad the districts are already sad and mad at the capitol for creating the HG in the first place.
