Why did the pack of mutts have the same eye color and hair color as the dead tributes and were they the dead tributes?

Their two reasons
#1 either they used the dead bodys of the tributes to make the mutts

#2 ou they gave the mutts the same kind of eyes to screw with katniss's head.

It was meant to mess with them, distract them and push them over the edge.
At first they think they've altered the dead contestants but later they assume they've just been created to look like them.

The mutts had the same eyes and hair color probably because the capitol wanted to try out a new experiment and see if the final three could, well 'go against' all of the tributes.

They werent the dead tributes, but they had their hair color and their eye color. They were killer mutts that resemble the dead tributes. The Capitol did this to frighten the remaining tributes.
