How Can Percy Not Be one of The 7 in the Prophecy?

My point is How couldn't Percy be involved in the 7 halfbloods, i say this because Percy was Taken just like Jason to the Other camp. Jason is one of the seven so i say Percy is as well.

I have no doubt that Rick Riordan can just make him take a backseat, when he is one of the most powerful and accomplished demigods in a long time.
