Angel was her high-school crush, first love and all that, but I don't think it would've lasted. They loved each other, but just weren't perfect together. Spike, however, wouldn't leave Buffy, ever. He cared so much, loved her to the end, sacrificed his life for her. I'm sure Buffy loved Spike more.

considering everything that happened in the hell mouth and its even shown in the comics she loved and still loves spike more. and when angel came back she left him for spike in the end of days and when she thought it was her last days on earth she spent them with spike.
