Who's the mysterious guys of chapter 64

First,I'm kind of glad chapter 64 was finally completed,it kinda give me a little hope for capu3 but at the end I don't know if its only me but who is the mysterious character that beat the crap out of touhou fuhai. He's mask tell me something but i just dont remember who he is. Thank toi for lire my question. :3
