Yes, I believe a Pokemon is just a strong as their trainer or even wild Pokemon can become great it all depends on the trainer there is no such thing as a Pokemon that should be considered "terrible" to me that includes Koiking/Magikarp.

@Harpaw8 u can catch wild gyrados around the lv it evolves at, so getting a magikarp is pretty pointless

MCHopnPop is right. No such thing as a horrible pokemon, just a horrible trainer. You have to understand a pokemon's strenghths and weeknesses and it will grow stronger with you.

Plus, think about what happened to James's magikarp ;)

^ all non-item evolved evolutions are caused by experience, shown in game and in the anime when charmander evolved. it becoming angered means nothing.
