Quick question about the tunnels for "dive"?

toi know how in the game if toi use surf toi can go on water? And then if toi use dive toi can go under water? There are ruins under the water and sometimes toi can hear a noise in the ruins. What is that noise and why are the ruins there? Is it a pokemon?
Please help!
