I had a thought that they might be skilled fighters, but then I thought no way that's true, they gotta be just what they are. But who knows? Oda is unpredictable with these things. The Gandhi dude was even polishing a sword, and they all seem really fit in One Piece terms. But then again, it can't be cool to have all the top ranked people to be combatants, some people have to be bureaucrats. I keep thinking both ways.

Perhaps, but I somehow doubt it. It seems like they're focused on the thinking end of how the Marines function, and leave the muscle up to the rest.
