i think neji is to seiries in his jonin career to really care aboout his "feelings" so i defently think tenten will start it

Neji will kiss Tenten first, I think. I think it'll be something along the lines of this:

Tenten will be too scared to kiss him for fear of being rejected. But Neji can feel it in his heart that she likes him too, so he'll ignite the flame. <3

Plus, a guy making the first move is always preferred by us females.
