I don't think that he would approve of them being together, but I also don't think that he would try and keep them apart if they really wanted to be together. He would come around to the idea sooner ou later.

Well Gibbs knew that Abby and Mcgee were kinda dating but seem to have no problems as long as things stayed civilized in the work place.So i don't really see why he would object to Tony and Ziva having a relationship as long as they can be adults about it besides he wanted to rendez-vous amoureux, date jenny and if she would not have drawn the line he sure would have thrown that rule right out the window.

Yes, because he knows them and they are like his family. I think he likes their constant flirting and practical jokes. Gibbs used to be like Tony and then got married and a kid so he understands.
