YEAH THEY CAN BUT ONLY CERTAIN ONES BECAUSE IT SEEMS THEY JUST ARE BACK UP MOST OF THE TIME.

They COULD be but Masashi Kishimoto doesn't like them. Sakura is a medic nin, Ino does not fight at all, Hinata is weak, Tenten only a weapons specialist, Kurenai only genjutsu. He sees them as "delicate flowers" and doesn't let them fight. Hell, even Tsunade haven't used ninjutsu much. Well, they DO fight but not as 'badass ninja's , as long range fighters. *shrugs*
