Draco is not a bad guy but he is the best on this list

Narcissa and Draco really weren't bad. Draco was prejudiced because he was raised that way by his abusive father, and he was influenced by Death Eater propaganda and the desire to win his father's love, but in the end he couldn't do the evil things they wanted him to. And Narcissa was just trying to protect her son.

The only technically "bad" character I like is Gellert Grindelwald, although he's just really a quiet background presence. From Dumbledore's story you know that he was charming, charismatic, handsome and brilliant, and Dumbledore fell in love with him. He served to bring out the darker side of Dumbledore's character, and showed that evil isn't always easily discerned at first sight. And he did redeem himself in some way in the end, by refusing to tell Voldemort about the Elder Wand and choosing to be killed instead. I saw this as being both out of disdain for Voldemort's campaign and abiding respect for Dumbledore.
