Besides Facilier, Maleficient is the only other villian I’m crazy for. Her entrences and exists are crazy awesome, and that dragon scene was hella crazy.
Ratcliffe has an awesome song. He’s so delightfully evil, and is a complete asshole, making him worthy to be on the top 3 of any villian list.
Nonetheless, your top 3 favorites are possibly my least favorites. I think Dr.Facilier is a terrible villain. And I don't mean terrible as in evil, I mean terrible as in he doesn't make a very good villain. But everyone's entitled to their own opinion. :P
And it helps that I have always had an interest in Voodoo. (you should of seen my parents faces when I returned from New Orleans with not one, but two voodoo dolls!)

I don't know if this helps, but it's just speculating. Voodoo is a matriarchal structure. Voodoo queens are the most influential people in the religion. There are Voodoo Kings but they don't really count. The King actually changes from year to year. The only men considered somewhat important are witch docters. The Queen (or Mama) is in charage of everything and women make up 80% of the Voodoo Practitioners.
So Facilier probably considered only usuful for cheap tourist stints and not real spiritual voodoo. I think Musker/Clements should of made more motives around this, that he couldn't really climb up due to gender, which would make sense because he is a semi ambitous guy.
And then they should of explained his back story a little more to make him wanting to become rich more important and relevent to the storyline, making the audience care a little more about him. And to raise the stakes. I think there was something interesting to his back story. Like what did he exactly OWE to the Friends on the Other Side? A question that could of been answered and explained his motives more, making the audience more aware of the severity of the situation. The writers had a lot of oppurtunity to expand on all three of these things, but kind of swept it under the rug.
So I agree with you that the ambitions were lame. There was something there that wasn't explained. The stakes weren't set high enough. I mostly like Facilier because of how he was animated and designed. How he was animated I thought was a bit charming.
He's so Clopintastic and epic win in a tin.
