Well, Hans is quite unique among Disney villains. The main characters literally didn't do anything to him! They were just pawns in his scheme. Other villains are usually getting revenge somehow

But to give a rationale: Maleficent, Ursula, The Evil Queen, Jafar and Faciler are the only ones with magical powers.
Ursula and Faciler need "permission" to do something to you...and I would never gave them said permission, so they are out.
Jafar is only truly powerful with the lamp.
The Evil Queen would first need ages to put something together.
Maleficent has not only all the powers of hell at her fingertips, she is also sadistic, and would curse you just for the heck of it.

And Prince Hans.

It would be pretty easy to fight with Tremaine. Hans uses his weapons to kill/injure people, if someone just by chance throw that weapon from his hand..........
