Limited cosplaying making time... some opinions would be awsome. help please?

Im going to cosplaying France from Hetalia but I don't have the money to buy his outfit (and would rather make it)and I don't have the time to make the well known one either. So, my question to toi is: which would be the easiest and most recognized, youth France ou world meeting France? Im cosplaying in about a mois so answer would AMAZING
