Do toi think that Claude was cheating?

Me and my Friends have a heavy argument, about Claude and Alois. Do toi think that he was breaking the contract par killing Alois, before he fulfilled his wish? Do demons can break the contract at all? Is there any one above demons who is watching for them to obey the laws of agreement?
