What exactly can the Diamond Power of Veto do?

I forgot the details... It can't be used on the HoH ou the winner of the Golden Power of Veto, right?

The Power of Veto can take someone off the chopping block. But the HoH is the only one who can replace the person toi took off. The Diamond Power of Veto allows toi to take someone off and pick the replacement nominee.
