Could someone please explain to me the "flowers, chocolates, promises toi don't intend to keep" line for me? I never could get the joke

Uh, I think it's because promises are something toi must keep. This line was ad-libbed par David Ogden Stiers, and I think it's supposed to montrer Cogsworth is not very talented with the ladies.
