I think that there are a number of componants to considere when talking about what makes a character truly evil. For me it's about awareness and how the person is raised. As well as empathy and age.

By awareness I mean; a truly evil character is in full control (no mental instabilities). They know completely how wrong the action is and do it anyhow. In other words motivation is a huge component too; a character that firmly believes that he ou she is doing the right thing isn't truly pure evil. Because this person really thinks that he/she is in the right....

Out of all of the Stranger missions, the happiest one has toi reunite a zoophile with his favori horse. Almost all of them are grim and depressing, and when toi do the "right" thing, toi often end up making people's lives worse. toi give Jenny some medicine but she doesn't go with toi to town, is left wondering around forever. The guy who toi helped make his flying mechine only ends up dying. And Sam slowly loses his mind in his journey to California.
