How long do I have to be an active member of fanpop to create a club?

I plan on creating an animé club :)
To help animé story artist create story lines/charters/ect.

Also, there's already an animé spot. toi need to make it different enough so it won't be taken down. toi can rejoindre it:link
If toi can't wait, I can make the spot for you. It doesn't really matter who makes the club, but for some reason, new users can't make clubs.
