Can a suspended account get restored?

Please help me my friend got suspended, what can I do? And he a dit when he try to log in it says "your account has been suspended please don't create another account"

my acct has been suspended before and as toi can see I got it back I just emailed them and asked if I can get it back. It took a few days but I did get it back. =)
