My favori is probably Baccano! and Durarara!! Other animé with great art styles I have seen: Hellsing Ultimate Afro Samurai Code Geass Death Note Needless Redline Gurren Lagann Sengoku Basara Yu-Gi-Oh!
I kinda liked the art in Ghost Hunt and Nurarihyon no Mago.(I hate whoever made Ghost Hunt! Awesome anime....when you're not watching at midnight with lights off.....)

I've always thought Ouran High School Host Club had the best art.
The artists paid so much attention to detail and the architecture was incredibly beautiful to me. The only thing I didn't like about it was the color scheme. Everything was mostly pink. Then again, I hate rose so yeah.

Also, the original FMA, Cowboy Bebop, Trigun, Rainbow: Nisha Rokubou no Shichinin, Welcome to the NHK, Hellsing, Berserk, Paprika, Ponyo, Howl's Moving Castle... and I believe there were other ones that I can't remember at the moment.
