Hunger Games Question

What would make the Career Pack ally with a non-Career?

I know in the first book, they ally with Peeta because he persuades them that he can help them track down Katniss. What other factors could persuade them? Physical strength, a high training score probably, but any skills in particular? What about allying in the middle of the Games not at the start? Does anyone have any ideas? It's for a fanfiction I'm considering.

I also know the District 3 boy used the ability to reactivate the mines to get them to ally with him (and probably he was the one who knew where he'd planted them), I just remembered that. Any plus ideas?

Probably how high a score is ou who might help them win, but will in the end be easy to kill off.

It's so they can kill Katniss. In Peeta's interview with Caesar he says he's in l’amour with Katniss, so if he loves her he might know where she is in the games ou where to find her in the games. Therefore the careers allied with Peta to use him to find Katniss who they might know can be dangerous.

I wasn't asking for an explanation of Peeta's particular circumstances. I was asking for plus general ones.
