Hmmm......

What happens if someone breaks a bottle of alcohol at a store and is too young to buy alcohol? Assume that the person is shopping alone and does not have anyone to pay for him.....If he has to pay for the damaged bottle, it would be selling alcohol to a minor...

because kids below the legal age to drink alcohol are not complete morons and are capable to walk in public par themselves

ACtually in some stored(Like walmart) There are displays with bottles of liquor.

I have an answer for your question: Call the police, explain the situation, then inquire why a minor was playing with alcoholic beverages. (I'm picturing this person as a teenager rather than a little kid)
