Because it's not prohibited, it's completely legal to sell cigarettes to anyone over 18 as long as toi have a license, but private businesses (or business chains) can prohibit smoking on their private property, also cities and states can ban it in public places. global, ensemble there is nothing illegal about a gas station selling them, so they do because it brings in a majority of their income (that isn't gas).

Your not allowed to smoke at a gas station otherwise toi and your car go BOOM but they can sell them for the people to smoke later on. That's not a bad thing but it's common sense not to smoke in a gas station so they can sell them
