For the record, Shelgon's a boy and Simipour is a girl, so attract could be useful.

This could go either way I guess but considering Hiyakkie has Ice Beam that could give it an advantage over Shelgon because Shelgon is a dragon type and attract could help also as you said!..Zen Headbutt could cause flinching so that could help Shelgon but I feel that Hiyakkie would win this battle.
