If i remember rightly from the extras on the DVD - One of the writers knew a soupe place in NY where the owner was very picky about who he served, not really a Nazi but highly strung and the episode was based on him. Apparently the boutique was then visited par fans of the montrer and the owner got very angry about people thinking he was the 'soup nazi' and threatened the writer because of it........maybe he was a Nazi ;-)
