i am confused by this question. You are asking for the SCARIEST right? NOT the most evil. because there is a difference.

Yes, this is the most scary, but this is by personality and power of the villain as well as the appearance.

so let me put it this way-i think the most evil villain is frollo, but hes not the scariest. should i vote for him for scariest anyway? or vote the one who i think is visually frightening.

That is a tough call... sorry about the vague question. I'll try to make it more clear next time. What I am talking about is the type of villain that is the most likely to give nightmares AND the type of villain that is the most evil (I will try to word that in my question next time). For instance, Chernabog is visually frightening, but he probably isn't the most evil villain since he was mostly visual scare. If I were you I would put both considerations into account when picking the "scariest" villain and decide whether the difference between Frollo and the scariest visual villain on evilness is greater than the difference on visual scariness. Hope I cleared things up!
