Why doesn't Donald canard where pants?

This question has probably been asked on this club before, but I couldn't find it, so I'm asking it. I think that Donald canard doesn't wear pants because he doesn't want to. My theory is that animaux don't wear clothes to cover themselves up, like humans do, but that they wear them plus as accessories that are purely optional. What do toi think?
