Do toi think that Victoria Justice(Tori) likes Avan Jogia?

I do,but they have known each other for years and are best friends!What do toi think?

She might like him. I'm not certain though. And I doubt that they will start dating, as they might worry that it'd affect their friendship (especially if it doesn't work out) and it would be really bad if they got together and then broke up while still working on Victorious. Could be awkward!

But maybe they will end up together sometime in the distant(ish) future. A lot of successful couples start out as friends, after all!
