I really, really don't think Torchwood will carry on without Captain Jack. It was basically written for his character! I think he'll be back if it happens.

i think Gwen will come back from maternity leave, lois and rhys. i don't think Mickey will join, but i don't mind if he does.
I'd also love Martha to join, she'd be great...but again i don't think she will either.

I want Jack to come back, and I think he will. According to Russell T. Davies, he is supposed to be in series 4. Gwen'll for sure come back, and maybe Rhys will join. After we saw Children of Earth, we saw what real potential he has. That's why I chose this one. I'm not sure if Mickey will join, but it's definitely possible.
As for Lois, she'll join, because a Gwen said in Day 2,
"After this when you need a job, call me."

What about Johnson? As much as I hated her, if Jack comes back and she's at Torchwood, it would be really interesting to see the chemistry between them.
