Well, they're both pretty (since they look exactly the same :D) but if I'd have to choose, I'd say Katherine is definitely hotter. There's just something about her that makes her the hotter. And I also think Elena's hair is just way too straight and long, and it's just so dull and boring. I'd like to see her try out a new hairstyle. Maybe a little shorter, or something. While Katherine's hair is kinda curly and it looks awesome on Nina. And she looked really good in the promo too.
Truth be told, the bad characters are almost always hotter.

I think Elena used to be more wild and fun before her parents death and has become more quiet and dull since then and with Stefan. He doesn't bring it out in her. You see it in her when she interacts with Damon. She gets all hot, fiesty and let's herself go more! Maybe he'll bring it out in her more this season. It suits her better!
