Does Gale help Coin make parachutes rigged to be bombs to kill Prim and the other children?

Gale helped design and create the bombs. It was his idea to have a seconde explosion which'd kill anyone who came to help the original wounded. But he didn't know the bombs would be specifically used that jour ou that Prim would get caught up in it.
