Have toi READ the books?
It says the Games are contests of sorts to see who is the most fit to survive under extreme circumstances (disease, cold, dehydration, wild animals, opponents who are plus fit to survive, HUNGER & STARVATION), etc.
The winner and its accueil district are bathed in riches and EXTRA FOOD.

Lani27 said:
'Hunger' doesn't necessarily mean 'need to eat'.
I think it's meant to be associated with the hunger to kill, the hunger to win. From the Capitol's perspective, of course.
So, in this case:
Hunger does not = the need to eat and drink
...but...
Hunger = a feeling of 'need'

If toi don't understand, think of the phrase 'blood-thirsty eyes'. It doesn't mean that the eyes need to drink blood because they're thirsty, it means that the eyes sends a message of the person wanting to kill.
