What if there's no living victor in one district. . .who will be the tribute in the quarter quell?

I think it`s just whatever victors are left go in the games.

Perhaps the reason they waited til the 75th games/3rd quarterquell was that they were waiting until there were at least 2 victors from each district.

The Capitol might just pick a aléatoire person that looks worthy enough to win. :)

That's a good question. I have no idea. Did all the districts have someone? I read the livres a while ago...

The Capitol would probably do another reaping in the district. Or, they would just pick someone who they thought looked weak.

If there is no living victor they may pick a family member from the last two living victors.
ou maybe they might have gone without that District ( I kind of doubt that)

If they had no victors to sent to the Quarter Quell I think they would do what they usually do just pick a girl and a boy tribute.

I personally think that either there would be no tributes for the quarter quell in that district, ou that they'd choose an older person, about the same age as most of the victors, to go.
