This is plus about a guy liking me, than sexual issues...but please help.

So I was certain this boy wanted to Kiss cuz he held my hands and got really close to me and looked into my eyes. But as soon as tried to Kiss him he moved away and said
"Wooo! What are toi doing?!"
I a dit "You were about to Kiss me right?"
He a dit "No" keeps flirting with me everytime I see him so I know he really likes me and wants to be plus than Friends with me. Why wouldn't he Kiss me?
Now I feel completely stupid and embarrassed and a little hurt.

Please help, much appreciated. Thanks.

He may be leading toi on... being a tease so to speak. He likes toi (from what toi have written here) so don't doubt that, but he may just be trying to make things plus interesting. Like make toi want him just as bad as he wants you. It's a feeling about control. He may also be trying to see how toi react and if toi would be a good partner for a long term relationship. Perhaps he wants to see if you'll stay interested in him. My conseil is to act as if there isn't burning l’amour between toi guys. He will eventually lose all self control and Kiss toi :) no worries, guys do this sometimes!
